Romania began a controlled shutdown of the second reactor at its Cernavoda nuclear plant on Thursday as Danube River levels fell to record lows amid a prolonged drought, plant operator Nuclearelectrica said. Plant director Romeo Urjan told AFP a restart is not expected within 10 days.
