The Spin

Narrative A

Fixing power plants, water networks and civil defense centers will help reach millions of ordinary Syrians. Reconstruction money does more for stability than any signed security framework ever could, because a country rebuilt from the ground up has less reason to fall apart again.

Narrative B

Announcing funding is easy, but without a stable security environment, reconstruction money may stall or fail to deliver. Real weight comes from what follows the signatures, not the dollar figures announced alongside them.
