Report: AI Election Voting Advice ‘Inaccurate and Unreliable’

The Facts

A study by the rights group Liberties found that both ChatGPT and Gemini provided inaccurate and inconsistent voting guidance during Hungary's 2026 parliamentary election campaign. The study analyzed 200 outputs across five party-aligned voter profiles tested 10 times each in both systems.

ChatGPT failed to recommend the Tisza Party in 90% of cases when presented with a Tisza-aligned voter profile and assigned Tisza a percentage-match score in 2% of cases, instead routinely directing users toward smaller parties unlikely to clear the 5% parliamentary threshold.

By contrast, Fidesz-aligned profiles were identified far more consistently by both systems. ChatGPT recommended Fidesz as the sole party to vote for in roughly 50% of Fidesz-aligned trials, while presenting it as a primary option in the remaining cases.

Both ChatGPT and Gemini included parties not on the 2026 Hungarian ballot in 96% of their responses, with the report attributing part of the distortion to outdated training data.

The report found that both AI systems frequently issued disclaimers stating they could not provide voting advice before proceeding to offer party recommendations. Liberties warned this gap between stated limitations and actual outputs could cause users to place undue trust in unreliable guidance.

In April, Hungary's parliamentary election saw the end to Viktor Orbán's 16-year tenure as prime minister, with Péter Magyar's Tisza Party winning 141 seats in the 199-seat National Assembly. Voter turnout reached nearly 80%, surpassing the previous national record of 73.5% set in 2002.

AI chatbots have no business giving voting advice, routinely mismatching users with parties, giving inconsistent answers and offering guidance even after admitting they shouldn't. On top of wider threats such as microtargetting, data poisoning and inauthentic amplification campaigns, it is clear that the brakes must be placed on AI's growing role in civic life.

The panic over AI wrecking elections is way overblown: mass persuasion is hard, attention is scarce and effects of microtargeting are consistently small regardless of how sophisticated the tools get. Messy voter data, high delivery costs and the stubborn reality that people seek out information confirming what they already believe all limit AI's actual electoral impact.
