Study: Climate Change Cost Europe Over $50 Billion in 2025

Extreme weather events, including heatwaves, droughts and floods, caused an estimated 43 billion euros ($50.8 billion) in economic damage across the European Union (EU) in 2025, according to a new study released on Monday by the European Central Bank and the University of Mannheim.

The report found that a quarter of European NUTS3 regions, totaling 279, experienced extreme weather events, with 96 regions enduring heatwaves, 195 suffering drought conditions and 53 sustaining flooding between June and August 2025.

Droughts caused the most severe economic damage, with estimated losses of 29.4 billion euros across the EU. Damages from heatwaves and floods, on the other hand, totaled approximately 6.8 billion euros and 6.5 billion euros, respectively.

Mediterranean countries, including Spain, Italy, Portugal, Greece and southern France, bore the greatest impact, with combined losses of roughly 37.8 billion euros. Smaller economies, meanwhile, such as Cyprus, Malta and Bulgaria, suffered losses exceeding 1% of their total economic output.

Based on average historical data, the study also predicted that climate change could cause 126 billion euros in economic damage across the continent by 2029 (in 2024 monetary terms), equating to a gross value added (GVA) loss of 0.78%.

Researchers noted, however, that their estimates were conservative as the study excluded the wildfires that burned over 1 million hectares of EU land in 2025, along with the "compounding impacts" of droughts and heatwaves.
