Version 7.18.3
Strengthening frontline units and hardening the southern border is straightforward self-defense, and sovereignty inside one's own territory needs no outside permission. A modernized, well-trained army is the best deterrent there is, because nobody picks a fight with a force that cannot be beaten. Labeling that buildup a provocation just shifts blame onto the side guarding its own ground.
Planting mines that maim soldiers inside the DMZ is a clear armistice violation, and bringing that to the Security Council is how a rules-based response should work. Threats about loudspeakers and rocket launchers make nobody safer and only raise the odds of an accidental clash. Restored liaison channels, including with the U.N. Command, would do far more for peace than bluster from either side.
