Discussion of a nuclear partnership is a rational response to Russia's growing sub-strategic arsenal and America's pivot away from European defense, following a steady increase in military cooperation over several years. Any potential deal helps Britain cover the increasing costs of its nuclear arsenal while safely allowing Berlin to provide the help needed to deter Moscow.
Letting Germany fund Britain's nuclear deterrent is a sovereignty disaster, with outside investments inviting outside influence which have no business near Britain's national security decisions. Parliament's own pension scheme won't touch British nuclear weapons due to environmental rules, yet the government is courting foreign cash to pay for them. Britain needs to fund its own defense or admit it can no longer credibly claim to be an independent global power.
Any attempt to extend Europe's nuclear capacity to Berlin is an escalation that Russia will not tolerate. Already committed to heavily increasing their arsenals, the potential for French or British weapons to be positioned within Germany immediately places Western Russia under direct threat. While Moscow seeks an end to hostilities, Europe continues to poke the bear.
