Pollution doesn't stop at the border, and pretending coal burned overseas isn't Australia's problem has always been a convenient fiction. Every new mine approved without weighing the full climate damage puts reefs, farms and coastal towns at greater risk from fiercer storms and bushfires. Honesty about the real cost of fossil fuel expansion is the bare minimum a country can offer the communities paying for it.
Making local planners answerable for emissions from power stations in Japan, Korea and India is a legal absurdity that will spawn endless lawfare and scare off investment. Shutting Australian projects won't cut global demand — buyers will simply turn to suppliers with dirtier coal and weaker environmental standards. The only things lost are jobs, royalties for hospitals and schools and regional livelihoods.
