Mercosur Reaches Free Trade Agreement With Swiss-Norway Group

Mercosur and the European Free Trade Association (EFTA) announced in a joint statement on Wednesday that negotiations for a comprehensive and broad-based free trade agreement concluded during the Mercosur Summit in Buenos Aires.

If the deal secures parliamentary approval and legal review from Mercosur members — Argentina, Brazil, Paraguay, and Uruguay — and EFTA countries — Iceland, Liechtenstein, Norway, and Switzerland — a free trade zone encompassing almost 300 million people with a combined GDP exceeding $4.3 trillion will be created.

The Mercosur-EFTA agreement will benefit both sides by improving market access for more than 97% of their exports and providing greater predictability in trade, with chapters covering trade in goods and services, investment, intellectual property rights, public procurement, competition, rules of origin, trade defense, sanitary and phytosanitary measures, technical barriers, and dispute resolution.

Exploratory dialogue between the blocs began in 2015 and formal talks were launched two years later in Buenos Aires. This year, both sides engaged in a process of negotiations that included three in-person rounds of talks and online meetings.

This announcement comes as the Mercosur-EU trade deal — reached last year — is pending ratification by EU member states amid opposition from France. On Monday, the European Commission said that the legal text of the agreement would be presented in the coming days, opening the review process.
