Luxembourg Blocks EU Sanctions on Rwanda Amid Congo Crisis

The Facts

EU foreign affairs ministers convened in Brussels on Monday to discuss a comprehensive sanctions package against Rwanda. The package included individual sanctions against nine individuals and the freezing of €20M ($21M) in funds from the European Peace Facility. However, the proposal was vetoed by Luxembourg.

The EU had earlier suspended defense consultations with Rwanda and placed its raw materials memorandum under review following the anti-government March 23 Movement (M23) rebel group's capture of major cities in eastern Democratic Republic of Congo (DRC), including Goma and Bukavu.
