Poland on Track to Receive €5.1B in EU Green Transition Funds

Poland is set to receive €5.1B ($5.56B) in advanced payments as part of an EU program to reduce reliance on Russian fossil fuels, the EU Commission announced Tuesday.

The funds are a part of the REPowerEU scheme and are separate from the €34.5B originally requested by Warsaw under the bloc's COVID recovery fund. Brussels has restricted the original sum from being distributed until the country withdraws planned reforms that it says undermine the independence of Poland's judiciary system.

In August, Poland asked the EU Commission for additional loans and grants from the REPowerEU program as part of a revised version of its Recovery and Resilience Plan (RRF). On Tuesday, Brussels approved the revised plan which had reportedly refocused on "the green transition."

The new RRF combines €34.5B in low-interest loans and €25.3B in grants, which will be distributed in installments over the next few years dependent on meeting the Commission's stipulations. Its decision comes as opposition leader Donald Tusk prepares for a possible return as Polish PM.

The conditions include reforming and replacing the disciplinary body for judges and reviewing the cases of judges subject to the Disciplinary Chamber as well as agreeing to use Arachne, an anti-fraud IT tool.
