David Owen

Lord David Owen is a British politician and physician, who co-founded the Social Democratic Party and served as its leader from 1983 to 1987 and 1988 to 1990. He was also a member of Parliament for Plymouth from 1966 to 1992, and served as the secretary of state for foreign and Commonwealth affairs from 1977 to 1979.
