Sanctions against Rwanda’s military are unjust and one-sided, ignoring Congo’s repeated ceasefire violations through drone strikes and renewed ground offensives while Kinshasa continues to tolerate or back the FDLR militia. Such measures penalize Kigali while leaving the underlying security threats untouched. Rwanda’s defense force is protecting national security against real dangers that Congo has failed to address under the Washington Accords.
Rwanda’s military enabled M23 to seize Congolese territory and commit serious human rights abuses shortly after signing a peace agreement, deploying thousands of troops and advanced weapons in eastern Congo. Such actions undermine Congo’s sovereignty and breach regional commitments. The sanctions send a clear message supporting Kinshasa’s territorial integrity and demand the immediate withdrawal of Rwandan forces from sovereign Congolese land.
