Nearly 4 million new permanent residents in about a decade, plus millions of temporary workers and students, is the largest mass immigration in the developed world, and housing, hospitals and schools have all buckled under it. No country absorbs a population shock that size without fraying its culture and its capacity. Washington is right to treat an unscreened border surge as a North American security problem.
