Letting the enhanced subsidies lapse blew up premiums and pushed millions out of coverage, and a one-time $500 check does not come close to filling that hole. If this is really about refunding overcharges, why a flat amount instead of what each person actually overpaid, and why do subsidized enrollees get nothing?
