Is the Philippines school shooting a failure of gun enforcement or a symptom of youth radicalization?

The Spin

Pro-government narrative

President Marcos ordered a full investigation and is pushing for stronger safety measures in schools. Guns are a real problem, but we must take seriously what is happening to troubled young people sucked into online worlds of radicalization, which the livestreamed nature of the crime appears to indicate. The root cause must be addressed.

Government-critical narrative

Any reforms are fruitless if the enforcement mechanism for gun laws remains lax. In spite of strict gun laws, in the Philippines, residents acquire weapons easily and without fear of the law. Like in Tacloban, the shooter used a weapon issued by their parent's employer, showing just how lax the standards are. Meaningful change means tackling this vast issue.
