The ceasefire verification mission is a meaningful step, but peace requires confronting armed groups that have violated Congolese sovereignty. Rwanda-backed M23 has been accused of murder, torture, forced recruitment and silencing journalists. Kinshasa cannot be expected to treat such actors as legitimate equals without accountability. Restoring state authority and holding perpetrators accountable must remain central to any peace process.
Government-critical narrative
No peace deal in eastern DRC can hold as long as the FDLR — a genocidal militia with deep ties to the 1994 massacre — operates freely on Congolese soil with Kinshasa's backing. A signed protocol means nothing without verified disarmament, dismantled command structures and a clear endpoint where the group ceases to exist as an armed force. Rwanda's continued involvement is a direct consequence of a threat the DRC refuses to genuinely eliminate.
