After-school programs have been chronically underfunded and understaffed for decades, and that systemic neglect is what made widespread abuse possible. Paltry pay, temporary employment, and sky-high child-to-staff ratios created conditions where children were never truly safe. Real reform means serious government investment, permanent positions and stronger training — not just punishing individuals while the broken system stays intact.

Right narrative

Paris City Hall spent years silencing and smearing anyone who raised alarms about abuse in after-school programs, and the same officials who enabled this scandal are now running the investigation into it. With 46 staff suspended in 2025 and 78 more in 2026 — 31 for sexual violence — this is a systemic failure rooted in political cowardice and self-protection. A €20 million plan and a citizens' convention from the people responsible for the cover-up isn't accountability.
