Moving high-risk federal inmates out of crowded state prisons and into maximum security cuts the men who run gang wars from inside off from their networks. The transfers sit alongside intelligence work, a National Guard now under army command, and programs for young people who would otherwise be recruited. Homicides nationwide have fallen sharply since 2024, and the strategy needs time to reach Sinaloa.
Moving a few dozen inmates out of overcrowded prisons changes little. Seven inmates died in a May riot at Aguaruto, and a second fight at El Castillo left two dead the day after the president promised reinforcements. Outside the walls, killings and disappearances continue across Sinaloa, and the officials and politicians tied to the cartels remain unprosecuted. The violence only changes address.
