Cooperation with the U.S. on counter-narcotics is only about modernizing intelligence and military capacity, as Guatemalan officials made clear that the request covers technology and equipment upgrades. Even lawmakers have signaled openness to expanded partnership as long as constitutional procedures are followed. There will be no U.S. troops conducting operations on Guatemalan soil.

Government-critical narrative

The denial of a military deal with the U.S. doesn't hold up. Guatemala openly admits to having invited U.S. forces to cooperate in military operations, a move that provides the legal framework for a verbal agreement between Arévalo and Hegseth to be legitimate under international law. This is the same playbook that Iraq used to bring in U.S. troops while preserving the appearance of sovereignty.
