Pushing constitutional reform while eastern DRC burns and millions are displaced is a dangerous distraction that weakens the state's already fragile legitimacy. The 2006 Constitution was approved by 84% of Congolese voters and its term limit protections exist precisely to prevent this kind of power consolidation. Undermining those safeguards hands Rwanda a ready-made narrative and strengthens M23's claim that Kinshasa doesn't represent all Congolese.
