The Facts

A judge in Argentina issued a court order on Thursday barring the country's soccer chief Claudio "Chiqui" Tapia from leaving the country and summoning him to appear in court in two weeks over an alleged multimillion-dollar tax evasion case.

This comes as the Customs Collection and Control Agency (ARCA) filed a complaint last December, accusing the Argentine soccer federation (AFA) of failing to pay more than 19.3 billion Argentine pesos ($13 million) in taxes and social security contributions between March 2024 and September 2025.

The court order follows two dismissal requests from Tapia based on tax relief measures for nonprofit civil associations. The first one was rejected last week, but the second request has been sent to the Court of Appeals.

Four other AFA officials — Treasurer Pablo Toviggino, Secretary General Cristian Malaspina, General Director Gustavo Lorenzo and former Secretary General Víctor Blanco — have also been barred from leaving Argentina and summoned for questioning. Hearings will take place between March 5 and 9.

Two accountants who work for the soccer federation testified to Argentine authorities that Tapia is responsible for signing financial statements and that Toviggino transmits payment instructions to accountants, always verbally, after being informed of due dates via email.
