This is a failure by any measure, and it's an especially expensive one by the Trump administration. Any scientist could've told them that painting the pool dark blue would accelerate heat absorption, which speeds up algae growth. Republicans who ran on cutting waste, fraud and abuse are nowhere to be found as this administration burns public money on shoddy work.
Pro-Trump narrative
The outrage over the algae's appearance is typical liberal media overreaction. Residual buildup flushing out of old dormant pipes is a completely standard part of any large-scale pool startup process. The permanent nanobubble filtration system hasn't even been fully installed yet. Maintenance crews are clearing the algae and the pool will be clean once the full system is operational.
