From the Russian government's view, preparations for the meeting are proceeding without delay. But in the meantime, Russia has communicated why it opposes an immediate ceasefire on the current frontlines of the war.

Ukraine's position, as demonstrated by the letter signed by multiple leaders of E.U. countries, is that Putin and Russia are just stalling.
