There's no need for the Trump administration to coordinate a National Guard deployment with the naval base because they're not wanted in Illinois. Pritzker has made it clear that local police don't need federal assistance, and the legality of Trump sending federal troops into a city without being asked is still up in the air, as a case on the matter is still being decided in California.
Republican narrative
For too long Democrat-led cities like Chicago weren't performing the role of reducing crime. So across the country, the federal government has been cleansing these cities of some of the worst of the worst and making the streets safer. Whether it's using a local naval base or other strategies, cities will find out the details on a need-to-know basis, so as to prevent criminals from learning the government's plan.
