This redistricting is perfectly legal political strategy. Republicans won control of the Texas legislature fair and square, giving them the right to draw maps that benefit their party. The Supreme Court ruled in 2019 that partisan gerrymandering is constitutional — only racial gerrymandering is prohibited, which is not the case here.
