    The Spin

    Republican narrative

This redistricting is perfectly legal political strategy. Republicans won control of the Texas legislature fair and square, giving them the right to draw maps that benefit their party. The Supreme Court ruled in 2019 that partisan gerrymandering is constitutional — only racial gerrymandering is prohibited, which is not the case here. These maps are based on political performance, not race.

    Democratic narrative

Texas is engaging in blatant racial discrimination through gerrymandering. Despite the state gaining 4 million new residents who were 95% people of color, the new maps actually reduce minority representation in Congress. This violates the Voting Rights Act and strips communities of color of their constitutional right to fair representation.
