The Spin

Democratic narrative

If Hurricane Katrina is too far in the past to serve as a warning for the Trump administration about the dangers of not keeping FEMA prepared for disasters, the recent floods in Texas were another tragic reminder of what can happen without the proper assistance from the federal government. FEMA shouldn't be cut, it should be strengthened before the next natural disaster.

Republican narrative

Frankly, the way previous administrations allowed FEMA to become bloated and dysfunctional has left it useless in an emergency. States should take a greater role in their own rescue and prevention efforts while FEMA is either reformed or completely eliminated by the current administration. In the big picture, states know best what they need in emergencies.
