The DOJ operated completely within legal bounds during the Comey grand jury proceedings. The confusion stems entirely from a magistrate judge's misinterpretation of a routine administrative correction that properly reflected the grand jury's actual vote on the valid counts.

Democratic narrative

The Comey indictment is fundamentally flawed and might get thrown out because the grand jury never actually saw or voted on the final two-count version. An inexperienced prosecutor botched the process so badly that only the foreman signed off without the other jurors present or voting.
